This meeting will be held virtually and in-person at the Council Chambers located on 2415 University Ave, First Floor East Palo Alto, CA 94303. The virtual portion of this City Council meeting will be conducted in accordance with City of East Palo Alto Resolution adopted pursuant to Assembly Bill 361.

The public may participate in the City Council Meeting via Zoom Meeting or by attending in-person in the Council Chambers at 2415 University Ave, First Floor East Palo Alto, CA 94303. Community members may provide comments by emailing cityclerk@cityofepa.org, submitting a speaker card at the meeting, or using the RAISE HAND feature when the Mayor or City Clerk call for public comment. Emailed comments should include the specific agenda item on which you are commenting.

New Contract with a BMR Administrator

 

Recommendation:

Adopt a resolution authorizing the City Manager to award to, negotiate and execute a three-year contract with the joint partnership of East Palo Alto Community Alliance and Neighborhood Development Organizations (EPACANDO) and HousingINC, in a form approved by the City Attorney, in an amount not to exceed $313,636 to administer the City’s Below Market Rate (BMR) Program.

FY 2023-24 Third Quarter Treasury Report

 

Recommendation:

Accept and file the Treasury Report for the third quarter ended March 31, 2024. 

3.8

Acceptance of $100,000 Equity Innovation Fund Award

 

Recommendation:

Adopt a resolution: 

  1. Authorizing the City Manager to accept a $100,000 grant from the Equity Innovation Fund, and negotiate and execute a funding agreement with the County of San Mateo (County) and any related entities, for housing preservation-related work; 
  2. Appropriating a total of $100,000 from the Local Grant Fund where the reimbursement for the grant will be accounted; and  
  3. Finding that the project does not constitute a “Project” within the meaning of the California Environmental Quality Act (CEQA), pursuant to CEQA Guideline section 15378 (b)(5), in that it is a government administrative activity that will not result in direct or indirect changes in the environment.

3.9

Third Amendment to Principal Agreement Between City of East Palo Alto and Grassroots Ecology

 

Recommendation:

Adopt a resolution:

 

1. Authorizing the City Manager to negotiate and execute a third amendment to the agreement with Grassroots Ecology for park beautification, planting, and trash cleanup services and support with monthly maintenance of Cooley Landing, in a form approved by the City Attorney, to: 

     a. Increase the contract amount by $55,000 over three years, for a new not-to-exceed contract amount of                             $193,192.49; 

     b. Amend the Scope of Services as set forth in Exhibit A, attached; and 

     c. Extend the contract term to June 30, 2027. 

2. Waiving formal bid procedures pursuant to section 2.84.070(D) of the East Palo Alto Municipal Code

3. Find that the proposed action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” pursuant to Section 15378(b)(4) because it is a fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant impact on the environment and pursuant to Section 15301 (Existing Facilities).

On-call traffic engineering support services contract with Hexagon Transportation Consultants, Inc.

 

Recommendation:

Adopt a resolution:

 

  1. Authorizing the City Manager to award to and negotiate and execute an agreement with Hexagon Transportation Consultants, Inc., in a form approved by the City Attorney, for on-call traffic engineering services, in an amount not-to-exceed $60,000; and

 

  1. Appropriating $60,000 from fund 301 for these services.

3.11

990 Garden Final Tract Map

 

Recommendation:
  1. Approves the Final Tract Map (, FM23-001), No. 21-002 (990 Garden Street) with Subdivision Improvement Agreement and a 25-foot street dedication and directs the applicant to record the Final Map with the County of San Mateo; and.  
  2. Accepts the Subdivision Improvement Agreement and a 25-foot street dedication; and 
  3. Directs the applicant to record the Final Tract Map as Tract No. 21-002 with the County of San Mateo; and 
  4. Finds that the project is Categorically Exempt from the California Environmental Quality Act (CEQA) under Section 15268(b)(3) - Approval of Final Subdivision Maps.

Water Main Replacement at Lita Lane

 

Recommendation:

Adopt a resolution authorizing payment to Veolia for a watermain replacement at Lita Lane from the Water Capital Fund in the amount of $133,227.50

6.1

Staff Report - PBF Breakthrough Grant Wrap-Up

 

Recommendation:
  1. Equity Innovation Fund execution
  2. Allocating funding toward the following preservation priorities in the 2024-2028 Affordable Housing Strategy:
    1. Homebuyer Financial Assistance: Allocate $474,742 in a Housing Assistance Fund to assist at least 8 homebuyers
    2. Tenant & Non-Profit Property Purchases: Allocate $2,157,000 in FY 25-26 in Transient Occupancy Taxes to assist the purchase of 2 single family homes and 1 multi-family building.
    3. Major Home Repairs: Allocate $800,000 in Measure HH funds to repair 3 single family and 13 multi-family units.
    4. Minor Home Repairs: Allocate $25,000 in County CDBG funds to assist 5 homeowners.
    5. Foreclosure Prevention: Allocate $114,000 in Housing Successor Funds to assist at least 3 homeowners.

9.1

Palo Mobile Estates Loan Program.

 

Recommendation:

Increasing the Area Median Income to be eligible for a loan up to 120% AMI;  

 

Increasing the Loan Amount up to 80% of the lot price: and 

 

Authorizing the City Manager to allow the current agreement to end on May 9, 2024, and enter into a new Agreement with EPACANDO for operation of the Palo Mobile State Program for an extended one-year term, until May 9, 2025, with the possibility of one one-year extension. 

 

9.2

2024 TOT Second Round Grants Recommendations 

 

Recommendation:

Adopt a resolution; 

 

  1. Appropriating an additional $150,000 from CYFS Transient Occupancy Tax fund to Community Services budget to support a second round of CYFS grants disbursements; and
  2. Authorizing the City Manager to award grants and enter into agreements with the following six (6) organizations under the 2024 Transient Occupancy Tax (TOT) grants program in a form approved by the City Attorney, for varying amounts, in an amount not to exceed $150,000. 
    1. Bay Area Urban Eagles, ($30,000)
    2. Beyond Barriers Athletic Foundation,($20,000)
    3. Cooline Kids,($20,000)
    4. East Palo Alto Tennis &Tutoring (EPATT),($30,000)
    5. Fresh Approach, and ($30,000)
